The NOAA NEPA Document Database catalogs environmental assessments (EAs) and environmental impact statements (EISs) that NOAA is currently developing. The Database also includes some of the EAs or EISs NOAA has completed in the past, although information may be limited and contain errors. The Database does not track proposed actions that rely on categorical exclusions. The Database also does not capture information on proposed actions for which another Federal agency is the lead agency for NEPA. The purpose of this Draft SPEA is to evaluate potential direct, indirect, and cummulative effects of changes in research that were not analyzed in the 2016 NEFSC Programmatic Environmental Assessment (PEA), or new research activities along the U.S. East Coast, from North Carolina to Nova Scotia, Canada. Where necessary, updates to certain information on species, stock status or other components of the affected environment that may result in different conclusions from the 2016 PEA are presented in this analysis.

The proposed action includes construction of recreational use features to compensate the public for injuries to natural resources, including many types of fish, birds, and terrestrial and marine mammals, and recreational use services caused by decades of hazardous waste releases to Bayou d' Inde, a major tributary to the Calcasieu River.

The PEA analyzes a range of alternatives for testing different trap types and quantities in different locations, with and without bait to target lionfish while avoiding and/or minimizing impacts to non-target species, protected species, and habitats. The PEA analyzes the potential effects of authorizing the various amounts of effort, to guide decision making when applications are received.

The proposed action: to operate the Trinity River Hatchery as an integrated hatchery program to produce coho salmon that will help conserve and restore, as well as reduce the ecological and genetic impacts to, an ESA-listed species. The hatchery is operated to mitigate for spawning and rearing habitat lost as a result of the construction of the Lewiston and Trinity dams on the Trinity River.
The Hoopa Valley Tribe is opposed to reducing smolt production because they are concerned about reduced opportunities to harvest hatchery coho salmon in their tribal fisheries. However, CA Fish and Wildlife, Yurok Tribe, Bureau of Reclamation, and NMFS all agree that reducing smolt production would conserve natural coho salmon populations.
